The challenge

The Victorian Government committed $675 million to develop 10 community hospitals to enhance the delivery of primary care to Victorian residents. To support this process, clear evidence was needed on future community needs within each catchment area to guide the development of these new facilities in line with the identified demand. 

How we helped

Through the modelling of future community need and service demand, this project presented an opportunity to significantly increase access to primary care in the community, providing a better experience and delivering significant savings to the overall health system.

Impact Co. determined the 20-year demand (in 5-year intervals) for 14 different types of services (e.g. urgent care services, GP services, public dental services etc.) for each of the 10 Community Hospitals. This involved:

  • A significant literature review that considered leading practice in community, non-clinical and clinical based interventions
  • Extensive qualitative research with senior personnel from health services
  • Analysis of large data sets to determine the efficacy of current community-based health interventions and their potential application over the forward years.

The impact

Having delivered the 20-year models for each of the 10 community hospitals, the Department of Health developed comprehensive business cases underpinning the future development of the newly created hospitals. Ultimately, Impact Co.'s work with the Department would help increase access to primary care in the community, improve consumer experience and deliver significant savings to the overall health system.
